Metinvest is preparing to acquire ArcelorMittal Tubular Products Iasi S.A. (AMTP Iasi), a Romanian manufacturer of welded carbon steel tubes, according to a European Commission filing dated 29 October 2025.
The proposed transaction will see Metinvest – the vertically integrated mining and steel group controlled by Ukrainian businessman Rinat Akhmetov and Smart Steel Limited (Cyprus) – purchase 100% of AMTP Iasi’s shares from ArcelorMittal S.A. (Luxembourg).
AMTP Iasi operates within ArcelorMittal’s Tubular Products division, which forms part of the company’s Sustainable Solutions segment. The Romanian plant specializes in small welded carbon steel tubes for industrial and construction applications. According to ArcelorMittal’s 2024 annual report, its pipe mill #2 (R220) was decommissioned in July 2024, marking a partial scale-down of operations.
For Metinvest, the acquisition aligns with its broader strategy to strengthen production and supply chains inside the European Union. The group already owns **Promet Steel in Bulgaria as well as Trametal and Ferriera Valsider in Italy, and has expressed interest in acquiring Liberty Galati in Romania.
Additionally, Metinvest is collaborating with Danieli to build a low-emission flat steel plant in Piombino, Italy, further diversifying its European manufacturing base.
Neither Metinvest nor ArcelorMittal provided comment on the planned acquisition.
